The increasing number and severity of disasters disproportionately affecting communities is indisputable. Oxfam is committed to working with local partners and communities before, during, and after disasters. Through Anticipatory Action, we aim to connect our humanitarian and development efforts, promoting climate resilience and solidarity through a community-led and owned process.

Oxfam is working with local leaders guided by their deep cultural insights and knowledge to prepare and respond to flooding in West and East Nusa Tengarra in Indonesia and cyclones in Barguna, a low-lying coastal area in Bangladesh. Oxfam is working to enhance the resilience of people at risk of natural disasters through community preparedness, setting up and managing a triggering protocol and providing cash assistance. 

Anticipatory Action is crucial for improving long-term resilience and solidarity of climate-vulnerable communities. By empowering local leaders and organizations, these anticipatory actions become more relevant and effective, grounded in local knowledge. Oxfam and partners, KONSEPSI and Jago Nari, will use case studies, evidence and learning from pilot Anticipatory Action programs in Indonesia and Bangladesh to demonstrate how local leadership and solidarity ensure quicker, culturally appropriate, inclusive responses, enhancing community resilience and sustainability. 

The audience will gain understanding of: 

  • The complexities of climate vulnerability and fragility in disaster prone areas of Indonesia and Bangladesh.  
  • The essence, significance and effectiveness of Anticipatory Action in promoting climate resilience and solidarity in local communities.
  • How Anticipatory Action empowers local actors and communities to understand multiple hazards and plan for collective action through a comprehensive framework of disaster preparedness and management. 
  • How meaningful Anticipatory Action can mean strengthening climate resilience and solidarity of local humanitarian actors on one end, whilst advocating with donors for sustainable, flexible funding mechanisms that extend beyond short-term emergency responses to strengthening locally-led community resilience in the long-term.  
  • The adaptability, replicability and scalability of Anticipatory Action approaches in different contexts and clear recommendations for advancing locally-led humanitarian leadership and response.
